2008 Report on Public Opinion and the Internet
by Zhu Huaxin, Dan Xuegang, Hu Jiangchun

The Internet developed rapidly in China in 2008. The number of Internet users in China surpassed 250 million, making it the country with the most Internet users in the world. The Internet has already become the venue for different social interest groups to promote and pursue their respective platforms, express their emotions, and allow divergent ideas to vie. Both the central and regional governments pay significant opinion to public opinion as expressed on the Internet. In this way the Internet has also become a tool assisting the government to govern more effectively and more adroitly respond to social circumstances and the popular will. In general the Internet trend in China is toward more openness and objectivity. As "old" mainstream media interacts with this new online media, the importance of public opinion becomes more and more pronounced; a "new idealistic opinionmaker strata" has come into being in society. The powerful influence of the Internet on shaping public opinion and opinionmakers cannot be ignored.
