Open Letter To the German Ambassador to Mongolia

A German business man Andreas Meck was trapped in Mongolia, Boxun received this letter.

To the German Ambassador to Mongolia
Mr. Pius Fischer

Dear Excellency Fischer!

As you know, for the past 10 years the German Embassy and their associates in Berlin and Eschborn have tried to extradite me from Mongolia, doing anything they could, without regard for decency or integrity.
The latest acts of aggression started in late summer, 2004. Since then your office mailed several letters to the Mongolian authorities with serious slanders against me in an attempt to incite them to deport me out of Mongolia.  For the past 3 ?years your office has pressed the Mongolian authorities heavily to destroy my existence in Mongolia.

Despite many urgent requests from me, you and your predecessors refused to recall those slanderous and hurtful documents issued from your office.
Your and your predecessors refused to recapitulate and stop pressing  the Mongolian authorities. 
Just a sample of your secret actions is the report of your predecessor Mr. Vorwerk to his superiors in Berlin dating December 14, 2004, a document with a kind of cynicism that can hardly be outdone. The former ambassador Mr. Vorwerk had to justify himself before his superiors in Berlin concerning why he did not succeed in deporting me.
In this report of your office declared that it was �regretful?that I did not violate any law (!) in Mongolia that�s why it was impossible to extradite me out of the country.
This makes it very clear that Mr. Vorwerk did not act on his own but on behalf of certain parties at the Foreign Office in Berlin.
Mr. Vorwerk writes:
�Eine Antwort des Leiters der Behoerde informierte  ich inzwischen darueber, dass mongolische Vorschriften jedenfalls keine Moeglichkeit zu einer Ausweisung geben, solange sich Herr Meck nicht Gesetzesverstoesse zu Schulden kommen laesst.?lt;br /> Translated into English: �The (Mongolian) authorities inform me that according to Mongolian law there is no justification for extraditing Mr. Meck, since he has not violated any law.?lt;/p>

This testimony seems very positive evidence concerning my reputation that your office hardly can hardly refute.  Mr. Vorwerk, however, goes ahead, promising his superiors in Berlin some action against Mr. Meck. 
In other words... if Mr. Meck does not violate any Mongolian law of his own free will, the German embassy will have to fabricate an artificial violation on Mongolian laws!
For almost 3 years I was forced to stay in Mongolia without a visa. I could not legally leave Mongolia, nor enter again if I did leave. I was a prisoner inside Mongolia.

How could this happen?
Three years ago my company applied for an extension of my investor�s visa. The Mongolians were anxious to comply with my request in extending my visa. However, since that time the Mongolian authorities were under heavy pressure from your office.  As a result of this I did not get back even get my passport back, much less a visa, for three years!  So, according to your plot, I violated Mongolian laws automatically against my will.

Also, over the tax issue you tried to cause me to violate Mongolian law.  As already shown in my last report, which the Mongolian tax authorities did not take into account, my bookkeeper was coerced into not recording taxes that had been paid in a timely manner.  Since the taxes, although paid, were not booked, the Mongolians now try to maintain they were not paid. A very groundless accusation indeed, as I have all the bank vouchers proving that the said taxes were paid.

Ambassador, surely you realize that it was unjust and unwise for you and your fellows in Berlin to NOT press the Mongolian authorities to fabricate artificial cases against me, because of the fact that such cases eventually might work against you and your superiors in Berlin.  And worse than that, this matter being known, it would be an embarassment in international relations for our homeland, Germany.

In the years before my deportation I requested of you repeatedly to stop pressing the Mongolian authorities to bring charges against me, and to recall the denunciations and slanderous writings that your office produced.  But you and the German embassy callously refused my requests.

Even though you have always turned a deaf ear to me before, again I ask for your help.  Listening to me now will be your last chance to clear yourself and your embassy.

Ambassador Fischer, I request the following:

1. Due to your persecutions I am not permitted to enter Mongolia before November 29, 2014.
Even now my financial, mental and physical condition is very much distressed and endangered because of this.  Please use all your diplomatic and political influence to help me enter Mongolia as quickly as possible to save my company and my property that remained there when I was deported. Now evil people already stealing my property which is speeding up being ruined. With each passing day my condition worsens.  Everybody, especilly my German fellows are afraid to help me because of the perceived risk of having you as their enemy.... a situation quite similar to that in Germany in the 1930�s and 1940�s.  My property is completely unprotected and my total ruin is a very real possibility.

2.  Please identify all the people in the foreign affairs office  in Berlin
to whom Ambassador Vorwerk in 2004 had to justify himself concerning why my deportation did not succeed.

3. In the year 2005 my company applied for extension of my Mongolian investor�s visa.  Were it not for the fact that your office pressed the Mongolian authorities not to extend it, there would have been nothing preventing the extension of my investor�s visa.  Please take measures to convince the Mongolian Immigration authorities that they need not fear any criticism from your office concerning my case.  Please request the Immigration Office to comply without delay with my company�s application, placed in 2005, to extend my investor�s visa.

4. Please recall all the doctored translations of the past few years that your office, in co-operation with the GTZ Ltd provided to the state authorities in Mongolia and Germany alike, namely, state courts, state attorneys, criminal police, etc., put out for the purpose of putting me and my livelihood at risk.
