The black hole in electric power indusrty

Engineer A and Engineer B are classmates in an institute of technology that is called as a cradle for future engineers from 1977 to 1981 in Guiyang, Guizhou, China. They specialized in electricity power engineering. Twenty years later after graduation, B was a senior engineer and a boss of project department of Guizhou Design Academy of Electrical Power whose licensed professional practice fields focus on electrical utilities, transmission line, and power plant. A is a vice president of Guizhou Bureau of Electrical Power and a senior engineer too. Besides, A is apparently a direct boss of B in the administration of electrical power system that is well known notoriously as an "electrical tiger" across the country.
 
In about 2001 or 2002, A had a civil project of about twenty story high rise building functioned as electrical power control and distribution of Northern Guiyang City to construct. With a total construction investment of more than 30 millions yuans, the project will be under the management of Electrical Supply Sub-bureau of North City after completion and was controlled in finance by A's bureau. As a vice president in charge of the infrastructure in his bureau, A had the right to decide which construction company to undertake the project. In order to get the project done, As a client, A still held a tender meeting for about 20 construction companies showing the public that there was a fair competition in the industry. However, B came to make a deal with A before the bidding date and committed to give a great deal of benefits to A after completing the project if A disclosed the final price of the tender to him. The benefit from B to A was estimated to be 30 - 50 % of the total gain from the project. Generally, the total benefit in the construction industry in China is 10 -15 % of the total construction fee. It is said that one company would like to give two luxury cars to A as a gift in order to get the project, but A obviously refused that cheap offer. Finally, a deal under the table between A and B was made accordingly due to their twenty years friendship starting at their school time. B eventually signed the main contract for the project full of joyfulness and astonishment, and became an absolute hero of the whole families just within one night.
 
 Without a qualified construction license in his design academy, B went to a local construction company (Guizhou Second Construction Company) to negotiate and lend their license with a higher class of A to be used to construct the high rise building just by paying roughly 5% management fee for the company based on the game rule in the industry. After reaching an agreement to apply the license of that construction company, he did not want to hire any professionals in that company considering obtain maximum benefit and minimum disturbance during the construction. B hired temporarily his younger brother as a chief representative for the company to manage and supervise the whole project. His brother used to be a worker in Guiyang Steel Plant without any skills in the construction and management. He also hired his sister in law in charge of total financial affair for the project. Totally controlling the project behind the public eyes, B set up a construction team especially for the project through recruiting some technical personnel and a lot of labors from different places within the province. About a couple of years later, the project was finished and obtained an excellent quality award by a related department by bribing technical officers who took responsibility for quality control.
 
Nowadays, B has jumped to a millionaire in very short period of time; however, he has some bad reputation among his friends. He bought a mini-truck and apartment for his brother as bonuses and he also purchased two apartments in Shanghai, the hometown of his mother and in the hometown of his father in law, as a personal investment in real estate. B also promised to give bonus money to his subordinates in his temporarily established company at the beginning of the project for the purpose of encouraging them to work hard for him. However, B did eat his word after the completion of the project. As a result, one of his employees who actually is one of wife's relatives withdrew secretly100000 yuans from his bank account particularly for the project construction at the end of the project and threat him to keep his promise. One technologist (draft person) refused to return the original drawings that he did to B due to the similar reasons. He just wanted to get the reasonable money back. Besides, most of the cheap labors hired for constructing that building, did not get their pays on time or even did not get 100 % blood and sweat money at the end of Chinese lunar new year and they are indeed the farmers from the extremely poor rural villages with a big family to support. They really need to bring that bacon and ham home even though there is no substantial law to protect their right to struggle for survival in the society filled with a great number of unfairness.
 
In reality with double faces and extremely complex soul, B is used to be excellent at talking about western philosophy and value, but on the other hand he dedicated his life superiorly to money and power that are definitely considered to be paramount for him owing to the influence his families and the social environment in China. Although B always fucks communist party and their top leaders everyday, he is unwilling to or has no boldness to give up his identity as a member of the party due to scare of the power of upper rank leaders and loss of any benefit that he gains as the party member itself. He might dream that one day he should make a big jump to replace the top leader overlooking all the people in the country. Even though he could not reach that goal at his time of life, he is now still interesting in sending his son abroad just simply for two reasons. One reason is that so-called golden coating for his son from any of the western countries, especially the country like Canada where it is considered to be relatively easy to get into, can satisfy his and his families' special vanity. Another reason is that his son may have more assets in both political and technical fields to pursue his ambition that he did not realize in a highly competitively society in China. As a last resort, he might have a new alternative channel to transfer money abroad just in case of an emergency state happening in China because most of higher rank officers nowadays do not really believe that the party can control the power forever in the country and will collapse all of sudden like the former Soviet Union.      
 
It seems to be that A now is so proud of to be a high-rank official of Electrical Power Company of Southeast China in Guangzhou, China and B is also arrogant to be a vice dean of Guizhou Design Academy of Electrical Power in Guiyang, China with a non stopping struggle for the position of the dean of his Academy. As models of communist party member representing people, society, and so - called advanced culture in the world based on the idea of the former top leader of China Communist Party, they are both got raised on the passage to be officials or leaders that they are always dreaming for and are defined legally or officially as public servicemen to the ordinary people in China. They are still very pleased with their power and wealth that they grab from the Chinese society and public. In the daily life, with twisted soul, value, and ethics, both A and B do not care too much about any money that they are going to spend in eating food, using their company's or governmental cars and cell phones, purchasing houses with great discount from the government, and even sleeping with women to satisfy their hungry sexy desires because somebody else who concerns much more about money and wants to get benefits from them is definitely willing to pay the bills for them at any time and any place. As compared with a lot of big fishes who engross in the game of power and money in the current Chinese society, A and B in this case can be readily ignored just because they represent only a tiny corner of an existing huge corruption iceberg in China. They are just little worms that are not big or important enough to affect the evolution process of a harmonic society. This is a gigantic tragedy to today's China as well as most of the people who live there from generation to generation.
