Publicly Investigate and Commemorate Earthquake Victims' Deaths

On Tuesday April 14, 2009 the State Council Information Office issued "China's National Human Rights Action Plan (2009-10)." This document made much of the human rights protection demonstrated by the rescue and reconstruction efforts following last year's May 12 Sichuan earthquake. What it did not address is the fact that almost one year after the earthquake, in spite of numerous promises by officials including Premier Wen Jiabao there has not been a single government report about why so many schoolhouses collapsed when so few government office buildings did, and there has not been a full and accurate accounting of who and how many schoolchildren died as a result of their poorly-constructed school buildings collapsing.
