Sichuan Province Earthquake Relief Misappropriation Whistleblower Deng Yonggu Tried for Slander
On Monday April 20, 2009 Deng Yonggu, 33, a forestry officer in Gaosheng town in Pengxi county of Suining City, Sichuan Province went on trial for the crime of slander. Deng was accused in late 2008 of making an internet posting saying that local officials had exaggerated damage reports from the massive May 12 earthquake to obtain
more subsidies from the central government, falsified accounts, and committed other illegal acts in connection with the government program to return some farmland to forestland and calling local leaders a "bunch of losers" "败类” .
Deng said he had been beaten up for trying to report the corruption.
On December 31, 2008, prosecutors charged him with slander. Deng is a worker at the agricultural services center in the county. Deng's defense lawyer 郑其银 Zheng Qiyin argued that slander laws were not applicable to criticism of the state, but the prosecutor says that the procuratorate acts when there "is a serious disturbance of social order and the interests of the state". The prosecutor said that there has
been no official finding of wrongdoing by the four officials accused by Deng, moreover by putting the names and cellphone numbers of those officials online, the result was a bad influence on society, harm to the reputations of the four officials and psychological pressure on the officials.
