Hu Jintao's Plan to Dramatically Expand China's International Propaganda Network is Utilizing the Peoples Money to Deceive the World's People
Chinese Communist Party General Secretary Hu Jintao has announced that China is going to embark on an unprecedentedly massive investment to increase its public opinion reach and promote China's image internationally. This entails China Central Television (CCTV) adding services in Arabic and Russian, and Xinhua News Agency adding a 24 hour English-language television news service. This will effectively end CCTV's long monopoly on television news from China. Xinhua hopes to become China's new Al-Jazeera and CNN.
China had a difficult year in 2008: The riots in Tibet, the Sichuan earthquake, the toxic milk powder scandal, all came and went. But China's economic rise irrepressibly continues. It is in this context that the Communist Party is increasingly emphasizing its and China's reputation in the international community. But due to language barriers, China's ability to influence international opinion has been limited. And of course Western public opinion is prejudiced against China and Chinese people and does not trust them.
It is possible that these are positive developments, if while attempting to influence international public opinion these news outlets are also influenced by it, and in this process of ending domestic information disseminating monopolies a diversity of views is nurtured and the Beijing administration does not exercise its customary strict control. But this remains to be seen.
On the domestic media reform front, the State Administration of Radio, Film, and Television has also announced that 2.5 trillion yuan (US$350 million) will be spent in the next 3-5 years in extending a terrestrial digital television network nationwide in China.
