In fact he rushed back because He Guoqiang--head of the Central Commission for Discipline Inspection--had taken the opportunity of Hu's absence to detain Li Keqiang's two secretaries on corruption charges. In fact Li's assistants have accepted bribes to the tune of tens of millions of dollars. But this is a common phenomenon.
