At around 10am, TIAN had his breakfast, and he saw city guards were loading propane tanks from one store. The store owner was trying to argue with the guards. TIAN tried to help the store owner by telling the guards that they should not use force to confiscate the assets. Then the guards beat him up and choked him to death immediately.

Three days have passed, police did not arrest any suspect. The victim's family tried to find a lawyer, but lawyers declined as they do not want to accept case against local government.

A few things need to highlight:

- City guards should not have the right to confiscate people's assets, the order should be from the judge or court, not from the city guards who are considered as gangsters.

- City guards took the store owner away at the same time they killed TIAN, the store owner is not released till today (December 17, 2007). City guards should not have the right to arrest any citizen. It is a job by police, even police should have the right authorization.

- Dozens of city guards were on the scene, it is not difficult to find who is the killer. Police is not doing their job.

- Local media has received order not reporting this tragedy.
